It's a complicated answer. He's not lying about being the Sixth at one time. Yet, you're also right about the Sixth spot being vacant for many years in the Teyvat you know.

[He's seen that first hand and hopes in Teyvat it continues. In Folkmore, he's shown his commitment and months working together have earned Aether's trust.]

I can say that he's not working with the Fatui now and he's a friend and ally of mine here and in Teyvat.

[The silence that follows Aether's final statement stretches out to a point where the other man could be forgiven for thinking that Heizou had hung up. He hasn't, of course, the connection is still open, and eventually he puffs out a sigh.]
